The "Constitutional Exclusions" section looks like it should be a sub-section of "Roles", since this, I assume is one of the special privileges that this "agency" has. The previous section, "Roles" ends too abruptly, it should end with a summary of what you plan to describe in the subsections following it. If you need help making this a sub-section, let me know. Also, generally avoid lists - anonymous users tend to come along and add irrelevant and meme-type items to the list whether it fits or not.
